I.      Call

Pursuant to the authority provided by the Virginia Democratic Party Plan, the Eight Congressional District Democratic Committee (“District Committee”) hereby calls a Convention to be held at 10:00 a.m. on Saturday, May 16, 2009, at the following location:

Registration shall start at 9:00 a.m.

II. Incorporated Documents

All appropriate provisions of the Virginia Democratic Party Plan (“State Party Plan”), as amended, and the Guidelines issued by the Democratic Party of Virginia issued in February, 2009 (Guidelines) are incorporated into this Call by reference and made a part hereof.

III. Purposes of the District Convention shall be:

A.  To elect twenty Democratic State Central Committee members;

B.  To consider resolutions; and

C.  To conduct such other business as may properly come before the convention.

IV. Organization of the District Convention

The District Democratic Convention shall be organized in the following manner.  All Democrats who are registered voters within the district may attend the District Convention.  The Convention attendees will sign-in between 9:00 a.m. and 10:00 a.m. and have their names checked against a registered voters list for their jurisdiction. Registration will cease at 10:00 a.m. with the exception that anyone in line at 10:00 a.m. will be eligible for registration.  After registration, attendees may join the jurisdiction caucus composed of other residents of their jurisdiction.  The jurisdictions shall nominate members to the State Central Committee as set forth below.  Upon completion of the jurisdiction caucuses, the District Convention shall meet, elect State Central Committee members and transact other business.  

V. Participation and Outreach

Participation in District Democratic Convention is open to all registered voters who wish to participate as Democrats.  All meetings shall be open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability, and all meetings shall be publicized fully.

Each District and local committee should conduct outreach programs to encourage full participation by all Democrats in the State Central Committee election process, including notice, publicity and education programs.   Such outreach should be directed to all Democratic constituencies, including group such as ethnic minorities, young people, persons over 65 years of age, lesbians and gay men, persons with a high school education or less, persons with disabilities, and persons of low and moderate income.

VI. Declaration

All persons participating in the Convention shall sign a Declaration form which includes an affirmation that the person is a resident of, and registered to vote in, the Congressional District; does not intend to support any candidate who is opposed to the Democratic nominee in the next ensuing general election; is a Democrat; is not a member of any other political party; and has not participated and will not participate in the nominating process of any other political party for the 2009 general election.          

VII. District Convention Committees

The District Convention shall be governed by the rules developed by the temporary Rules Committee and rules developed by the permanent Rules Committee and adopted by the Convention.

The District Committee shall appoint the members of the temporary Committees on Rules, Resolutions and Credentials.  The District Chair shall appoint the conveners of each committee.  Each committee shall be composed of 15 members.  The membership of the temporary Committees shall be apportioned as follows:

Alexandria               –          Three members

Arlington                 –          Five members

Fairfax                     –          Six members

Falls Church            –          One member

The District Convention shall elect Permanent Committees on Rules, Resolutions and Credentials.   Each committee shall be composed of 15 members.  The membership of the Permanent Committees shall be apportioned in the same manner as the temporary committees.

VIII. Election of Members of the State Central Committee

The twenty members of the Democratic State Central Committee from the Congressional District shall be elected by jurisdiction caucuses and the names of persons elected shall be presented to the convention for election.  The caucuses shall elect the following numbers of State Central Committee members:

    Alexandria                          4 Members (2 female and 2 male)

    Arlington                            7 Members (3 female and 4 male)

    Fairfax                                8 Members (4 female and 4 male)

    Falls Church                       1 Member (1 female)

Pre-filing is required to be elected to the State Central Committee from the Congressional District.  Persons wishing to be elected are required to pre-file the attached form with the District Chair by 5:00 p.m. on Friday, May 8, 2009. The form must be received by the Chair by the set time. Pre-filing shall be by mail, hand-delivery or fax, provided that the form is received by the designated deadline. Pre-filing by e-mail is not permitted.

If the number of candidates pre-filing for State Central Committee for any jurisdiction is less than the number allocated to that jurisdiction, the Caucus Chair may ask for additional nominations from the floor. If the total number of nominations from each jurisdiction does not exceed the number of members allocated to that jurisdiction, the Convention may nominate those candidates.

IX. Resolutions

For a resolution to be considered at the District Convention, it must be e-mailed to the District Chair at the following address: resolutions@VA8thCDDems.org by Saturday, May 2, 2009.

All resolutions adopted by the District Convention shall be certified by the District Chair and forwarded to the State Central Committee for consideration by Monday, May 18, 2009.

X. Filing Deadlines and Locations

All documents to be filed with the District Chair must be received by hand-delivery, faxed or mailed by stated filing deadlines to the following address or fax number.
