2016 8th CD Convention

According to the approved DPVA 2016 Delegate Selection Plan:

Each Congressional District Committee shall conduct a convention for the delegates from that district to the State Convention on June 18th. Congressional district conventions shall be held for the purpose of: (1) electing delegates and alternates to the Democratic National Convention, (2) electing a Democratic Elector from each Congressional district, and (3) accomplishing any other business required by the Call to the State Convention or set out in the Call to the District Convention.

Virginia is allocated 62 Congressional district-level delegates and has allocated 6 total alternates to the district-Level. The District-level delegates and alternates shall be elected pursuant to a Presidential preference primary March 1, 2016 followed by post-primary district conventions.


I. Democratic National Convention
The Democratic National Convention will be held in Philadelphia, Pennsylvania, on July 25-28, 2016 and select the Party’s candidates for President and Vice President of the United States.

II. Virginia’s Delegation
Virginia will elect 109 National Delegates and 8 Alternates. Virginia’s 11 Congressional Districts will elect a total of 62 National Delegates and 6 Alternates. Another 14 National Delegates are Party Leader and Elected Officials who are “automatic” delegates. The additional National Delegates will be elected at the State Convention. The National Delegated elected at the State Convention will include 21 At-Large Delegates and 2 Alternates and 12 Pledged Party Leader and Elected Officials.

III. The March 1, 2016 Primary
A primary will be held on March 1, 2016. Any voter can participate in the primary. Voters must choose to vote in either the Democratic or Republican primary. The percentage each candidate receives in the primary will determine that candidate’s percentage of CD/State delegates for each locality and the percentage of National Convention delegates elected at each CD convention and the state convention.

IV. April 2016 Caucuses
On either April 16 or 18, 2016, cities and counties across the Commonwealth will hold caucuses that will select “State Delegates” to Congressional District Conventions and a State Convention. The State Delegates will also be allocated among the Democratic Candidates in proportion to the percentage of their vote in the primary. The State Delegates will then elect the National Delegates.

V. Congressional District Conventions and Virginia State Convention
The Congressional District Conventions in May 2016 and the State Convention on June 18, 2016 will elect the National Delegates.

VI. Open Process
The process is open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status or physical disability. The Party also has an active affirmative action and outreach program to encourage full participation by all Democrats.
