On Tuesday, August 25th, 2009, Congressman Moran held a town hall meeting at South Lakes High School in Reston, VA to explain what the health care reform being considered by Congress really means for Northern Virginians. He took questions from the audience and was also fortunate to have Howard Dean, physician, former Governor of Vermont, Democratic National Committee Chair Emeritus, author, and national grassroots leader join him for the meeting. The meeting discussed current efforts in Congress to reform our nations health care system. Congressman Moran did an incredible job, masterful and with a sense of humor. The 8th District of Virginia is very proud that Jim Moran is our Congressman.

8th CD Vacancy: Fairfax, male

At the 8th CD meeting last evening, Steve Bunn announced a vacancy for his elected seat on the 8th CD Committee (Fairfax, male). Elected Secretary of the State Party in June, he is a member of the DPVA Central Committee and 8th CD Committee by virtue of Party office, thereby making the elected seat available at the pleasure of the elected member. In keeping with tradition he’s opted to make his elected 8th CD seat available for another male member from Fairfax to be elected to the seat; election to occur Monday September 21st 7:00 pm at the Falls Church Community Center (223 Little Falls Street, Falls Church, VA 22046) immediately before our next 8th CD meeting.

Historically, in the 8th for Fairfax, this seat has been filled by recommendation from the person leaving the seat and confirmed by the Committee (Surovell, Bell); however, Steve has decided to open the process to election by the elected Fairfax members of the 8th CD Committee. The 8th CD Chair, Margo Horner, recognizes and defers to each component jurisdiction the unique manner that each has employed in filling their respective vacancies.

Filers must be from the 8th in Fairfax and male, but no preference will be given to Magisterial District residence since the legal entity recognized by the Party Plan is County/City and we wish to have the best persons representing Fairfax in the 8th. Those qualified individuals who have filed timely with our jurisdictional representative, the Fairfax member with most seniority who will also be the convener, will have an opportunity to speak for two minutes to the elected Fairfax members of the 8th CD on Monday September 21st at 7:00 pm after which those members present will vote by secret ballot. The person receiving the most votes will be elected to the seat. In the event of tie among three or more candidates, a runoff vote will take place between the two highest vote recipients. The person elected to the seat by the elected Fairfax members of the 8th CD will then be presented to the full 8th CD Committee at the meeting immediately following for a formal vote / confirmation on their seat.

8th CD Committee: No July Meeting

Per tradition the committee decided at the June 16th meeting for a summer recess in July, and to reconvene at our usual day in August, the third Monday, August 17th. After our primary races we’ll be charged up to work for Deeds-Wagner-Shannon and to take on the Party of No (McBollinelli, et. al.) in the November 3rd General Election.

Terron Sims, II, Sen. Creigh Deeds, John Taylor Chapman

8th District members, Terron Sims, II and John Taylor Chapman, were selected by Virginia’s 8th District Committee to receive the Josephine Marshall Award.

The Award recognizes and honors the achievements and contributions of individuals within Congressional Districts that have demonstrated significant contributions to the Democratic Black Caucus and the Democratic Party of Virginia concomitantly developing and advancing relevant issues with references to minorities within the political process.

Typically one recipient from each Congressional District receives the Award; however, the 8th District felt that the 2009 honorees both deserved the Award. Terron and John received the Award in a presentation ceremony at the Democratic Black Caucus Juneteenth Dinner Saturday, June 13th, 2009 in Williamsburg, VA at th Crowne Plaza Hotel at Fort Magruder.

8th District Elects New Officers, GA Member and City County Representatives

At the first meeting of the newly organized district committee on May 18th, 2009, the committee elected the following officers:

The district committee upon organization every two years as outlined in the Party Plan (section 6.2), elects one Democratic member of the General Assembly and three county or city representatives (these positions may be used to insure that the equal division requirement of Section 4.3 is met, i.e. gender balance). Members so chosen shall be counted in determining a quorum and shall be voting members of the district committee as soon as elected by the district committee. Confirmation of the election of the General Assembly member and the county or city representatives shall be made by the Central Committee.

The very successful 2009 8th CD Convention, held Saturday May 16th at Edison High School, concluded with the unanimous adoption of the resolutions presented to the Convention and the election of a newly constituted membership.
