State Central Committee Elections – Questions & Answers
Organization of the District Convention
The District Democratic Convention shall be organized in the following manner. All Democrats who are registered voters within the district may attend the District Convention. The Convention attendees will sign-in between 9:00 am and 10:00 am and have their names checked against a registered voters list for their jurisdiction. Registration will cease at 10:00 am with the exception that anyone in line at 10:00 am will be eligible for registration. After registration, attendees may join the jurisdiction caucus composed of other residents of their jurisdiction. The jurisdictions shall nominate members to the State Central Committee as set forth below. Upon completion of the jurisdiction caucuses, the District Convention shall meet, elect State Central Committee members and transact other business.
Convention Committees
There shall be three permanent committees of the Convention. Temporary committees are formed prior to the convention and typically elected to permanent status at the Convention.
- Rules
The role of the Rules Committee is to ensure that the District Convention operates efficiently in the carrying out its duties, primarily in electing new State Central Committee members, and in making sure that we have a good and Democratic convention. The 8th CD Temporary Rules Committee will be headed by Arlington’s and Virginia’s DNC member Frank Leone. - Resolutions
The Temporary Resolutions Committee will schedule and hold public hearings for each of the Eighth Congressional District jurisdictions on resolutions that have been pre-filed with the Eighth District Chair by Saturday, May 2, 2009. All Eighth District Democrats are urged to consider those issues or positions which they believe the Democratic Party in the Eighth District and/or the Commonwealth should stand for and/or which they believe the Democratic candidates should advocate in the 2009 General Elections. After the public hearings are held, the Temporary Resolutions Committee will consider and report those resolutions which they believe should be submitted to the 2009 District Convention. The Temporary Resolutions Committee is elected by the 2009 District Convention as the Permanent Resolutions Committee. The Chair of the Temporary Rules Committee is former Delegate Dick Hobson of Alexandria. - Credentials
The Credentials Committee will hold two meetings with regard to the arrangements and the preparation of credentials for the convention. Each jurisdiction will provide an updated registered voter list on a laptop(s) to register attendees at the convention. The Chair of the Temporary Resolutions Committee is PJ Palmer-Johnson of Alexandria. PJ, like Dick Hobson, chaired her committee in the presidential year of 2008.
